Thanks one and all for the suggestions.

It now seems to me that the problem is definitely in China: either
filter(etc)-trouble, or finger trouble (my son's fingers).

I've just visited a friend and used XP's ftp.exe and there was no problem
whatsoever (apart from finding instructions - and the Web solved that pdq).

If he still can't use ftp, we'll have a go with PuTTY and/or winscp.
