Two suggestions.  People keep telling me that Dell will provide a laptop 
without windows, but I think there are only a couple of choices of distro 
installed - presumably they do their testing after installation, as 
Rockdirect do with windows boxes.

The other possibility is CCL.  I don't know about laptops, but I had a box 
built there and I supplied distro disks.  They did a basic install and did 
their testing from that.  Maybe they'd do the same with a laptop?
