Are you trying to add permissions to specific contents on the usb disk 
itself, or the folder that it is mounted into?

In the case of the former, if the usb disk is fat32 then it won't allow 
permissions to be set as it doesn't support them.
In the case of the latter, the permissions for the drive itself should 
be set when it is mounted.
