This looks like it could do the job for you, as described.

An applet is a program (often a Java program) that runs inside your web 
browser. (Etymology: diminutive form of "little application".)

An applet would not normally be able to access your local disk without 
specific security rights, but this applet appears to gain these when you 
accept the security certification. Hmm.

Yes. If you wanted to run it offline, at the very least you would also 
need to copy the wcup.jar file to the same directory, since that's the 
file that contains the applet.

Totally irrelevant, and nothing to do with running the applet offline.
