Why not pick long random passwords?  For example with:

  $ pwgen -sBy 10 1

They are very unlikely to be cracked.

They are also unlikely to be remembered, but that's OK: you can write
them down and tape them to people's computers in the office.  This
obviously doesn't provide security from people who are in the office --
but that's equivalent to your current system of not having passwords at
all.
