That page doesn't have any dates on it, but refers to Matthew Palmer
talking at Wylug and Manlug, something which apparently happened in
2000:

So that would date the bug to 1997 or 1998.
Which means you're being ridiculous. NetworkManager is currently less
than 3 years old. The bug can't possibly have existed before the
software was even written!

NetworkManager was started at Red Hat, and is now a Gnome project. It
should be quite possible to report this bug without going anywhere near
Debian (and I will do, if I can manage to isolate it)>
