Dotdeb claim to still have PHP packages -- add their repository to your
list:

  http://www.dotdeb.org/instructions/

and then you should be able to install libapache2-mod-php4.

Alternatively, Ubuntu 6.06 will still have PHP 4 in it, and the server
edition of 6.06 is supported through to the middle of 2011.
