This probably isn't what you want but it might give you some ideas 
about what to look for.  Don't know how many people know about this 
but there are plans to integrate Asterisk into Skype...

This would give you VOIP and Fax to e-mail.  There are a lot of 
GNU/Linux fax applications out there.... for example....
