Yes, and it sucks horribly in a variety of truly imaginative ways.
Ranging from breaking any attempt at threading (being as how the forums
can't cope with branching threads), to sending out different emails with
identical Message-IDs. And encouraging behavior that, while acceptable
on a forum, would be considered massively rude on a mailing list.

Of course, email, being so much more flexible than a web forum, can be
made to filter all this out.
