jpeg2eps.exe is one command line option - I think I got mine with Miktex, 
but not completely sure about that. You may also like nconvert (by the 
makers of Xnview)

GUI wise, you may prefer Irfanview[1] or XnView[2] (both free) which should 
also work, provided you install the AFPL Ghostscript plugin[3].
