Ugh, my apologies. On further examination (meaning, I actually tried it 
with my locally installed copy) it appears that Irfanview will not save to 
eps. It can only view eps format images. Never had reason to try out 
irfanview because I use the command line tool for my LaTex stuff.

jpeg2eps appears to be your best bet.
