Sure. But that's begging the question. Most people aren't willing to
disturb a working server to upgrade to a whole new distro
(and deal with the resultant breakage).

Once people have more than a couple, it starts to get
pushed back down the todo list until it's gets rooted.

Either way, the result is that fedora servers inevitably
end up out of date IME.
