We're getting way off topic, and maybe I misunderstood what you wrote
initially, but what you described at first read to me like a
description of direct democracy, which we don't have, rather than
representative democracy.
For an example of the difference, consider Labour's pledge to not
introduce tuition fees in their election gumph and the way that they
did just that after being elected. In our system there is no method
for a direct vote on a single issue ("the BBC shouldn't use DRM") to
affect the government. If that one issue is what matters to me above
all, all I can do is hope that one party with a chance of being
elected makes that a campaign pledge, and then sticks to it in office.
As I say, maybe I just misunderstood your inital post.
