I noted that in the OP report the quoted Ubuntu bug shows that Ubuntu is using the same version as Fedora currently - so maybe this should be reported upstream? 

Yep, forgot to say it also affects fedora (or any other distro using the 2010Q2 drivers).

I've just reported it on https://bugs.freedesktop.org//show_bug.cgi?id=33423 . I'm never sure where to report bugs. The bug is on an old version of the intel driver no longer supported by intel. The bug is fixed in the latest stable version of the official intel driver. The latest versions of Ubuntu and Fedora contain the buggy old version of the driver.

Incidently it's a PITA to build the latest version of the intel drivers on ubuntu 10.10 hence why I've fixed the old driver.
