If it's for a maximum of 5 PCs (and non-commercial use), it's free.

It is available on anon.inf.tu-dresden.de, but I think only by exporting
it from CVS. You can basically use the mix software as a command line
client. There is even a Debian package (called anon-proxy), but I
updated it with the CVS sources, because the Debian version is rather
out of date.

Soon I suppose (since there are powerful players in the field), but I
didn't check on the details. As far as I know, it'll go to the highest
court in at least one country, so that might as well delay the national
implementations at least in those countries where people oppose it that way.
