I have seen that - a 1GHz machine still had that. 1 GB of RAM is
enough for this, but the main thing is that Flash uses A LOT of CPU
power. I'd suggest getting a newer CPU if you want to watch YouTube
sensibly.  2 Mb is fine normally (on low quality) - if it was the
connection, you'd get a few seconds of great video, then a pause, then
another few seconds.
