I have found this to work quite well:
1. buy copious amounts of gaffa tape.
2. get a power supply with the fan inside the case (as opposed to having
it on the outside of the case like normal)
3. Remove all equipment from case and gaffa tape up everything that you
can, especially round the chassis, and the inside of the case door bits.
4. Tape around the hdd's especially where they touch the case (on the
side where you put the screws in.
this should soften the noise of your hdd, and some of the accoustic
noises from the fan, however it won't stop the whirring noise that you
get from your fans etc, for this (and i dont' garuntee it will not fry
your chip) I have basically covered up as much of the air vents as
possible with tape and tried to make the inside of the case have as much
airflow as possible even if it is not air from outside the case, i did
this by mounting a fan perpendicular to the base of the computer at the
bottom, and the same at the top (but pointing the other direction) and
on in the middle pointing at your drives away from your expansion cards.
