I left mine as default, I didn't want this box getting involved in
elections.  We're having enough trouble with several machines that have gone
out to remote sites causing elections. Discretion being the better part of
valour I thought it best to slip quietly into the domain as a member server.

Have you had a play with the following options?

NT has an OS level of 32 hence anything over that forces the Linux box
to take precedence.  The preferred master will force elections when
samba is restarted so that if is the master and down for maintenance,
the secondary can take over.  NT has a load of problems switching
between Primary and secondary controllers.

(These options are taken from the default RH samba config).
