Trivial. Just make it so that when they start X, the only application that
loads is vmware. If you're feeling generous, you could give them a window
manager, too, but it's probably not necessary. If you do, go for something
like fvwm2 which is easy to lock down so that it doesn't let the user start
up other applications (or a shell).
If you're running Red Hat, simply put vmware (and optionally, your window
manager) in $HOME/.Xclients. Other distributions no doubt have similar
means of doing the same.
