Andrews & Arnold advertise their USB500 having DNS delegation  and fixed IP blocks. 

I was thinking of moving from BT Openworld to Nildram for their fixed ip offering. I understand Nildram and Pipex are the most reliable. 

I will have to check with Nildram about DNS delegation.
