If you need a single signup there are a few companies that do this at a 
cost however I've not used them (well I did use AOL but that was 12 years 
ago and for a *very* short period of about 1 month).

When I am in europe I generally sign up with a local 0845 type operator - 
and they are often cheaper than rates here.
