Well, this is a Linux list! We're SUPPOSED to say that you
should get an old PC and install Linux on it for this task.

That seems a good way to do things.

But Oh Dearie Me... I do seem to dimly recall a certain person on the list
having a 'robust' discussion about this very topic - ie. monitoring and 
controlling your own children's access to the Net.
IIRC, this was about a year or so ago.
Start passing out the asbestos suits...
