I think you are confusing what store means. Exim (and any other MTA)
will "store" mail in the sense that it'll end up in /var/mail/$USER. It
will also take into account any .forward files or .procmailrc files for
users before doing so.

To allow remote access to that store, unless your users ssh in and run
mutt, or purely use .forward/.procmailrc files to get the mail where
they want, you'll want to run imapd or maybe just popd.
