Theoretically, yes.

However, whenever I've tried merging packages from
different distros (even if both are rpm-based) I've
had problems. 

I suggest extreme caution doing something like this. 
One way is to create a new "root" directory - eg
/usr/local/deb - and install everything under there,
then create any symlinks you need to to get things to
work. I have not actually tried this with dpkg - but I
presume you can specify a root.  If for any reason
this is a problem, use alien to convert the package to
a tarball first, then you can put if wheresoever you
choose.
