Enjoyed the PHP article you pointed to - interesting and good for
'personal development time' (ie. taking a short break from my official
projects).

My rule of thumb (ie. underlying strategy) is to aim for clarity:

 - while planning, I want to be clear what I hope to achieve
 - while programming, I want to be clear about what I'm doing at each
stage
 - while basking in the glory of another completed project ;-) I want
to be clear about why
   I coded the way I did.

That's not particularly PHP specific (and I haven't, yet, got very far
with Perl) - it's not even Open Source specific - but, as I do a lot of
my webcoding in PHP, I thought I'd chuck it in.
