Yes.  You bring the box online before you assign an official NS record
to it.  Then you make DNS queries against its IP address or name
directly, as in

dig @ns.snap.net www.linux.co.uk

or

dig @xxx.xxx.xxx.xxx www.linux.co.uk

where xxx.xxx.xxx.xxx is the address of your nameserver.
