[Gllug] reduce modem volume?

In the modem initialisation string.  Look for a field which contains
something like, say,  "AT&F&C1&D2" and add your "L0" to that.

ISTR "S0" is something like speaker off, but my modem manuals are in the
offfice and I'm not.
