I assume you are referring to the xml.apache.org and jakarta.apache.org
projects.  There is a mod_soap - but I haven't used it.

mod_perl with SOAP::Transport::HTTP::Apache - SOAP mod_perl handler
Apache::SOAP

Check CPAN for more.

Same could be done with mod_python.

Surely the point of a webapp is that it's portable, is the developer
writing the client end, the server end or both?  However I assume the
fact that these aren't VB will also not be adequate solutions.
