IMHO there are issues to decide before an official announcement of that 
kind, some type of structure to arrange and to decide what is exactly 
going to be offered, under what guarantees, etc.
I'd rather start with something small, see how it goes, and try to build 
quality service and support for NGOs, and then move forward.
But that's only my opinion.
