Obvious answer:

Had you decided at the time to make your site compatible with the
W3C standards instead of with IE and Netscape, it would not only have
worked in those two browsers, but would now also be working in Opera
and Mozilla without any extra work on your behalf. Perhaps rather
than assessing "the work involved in making our site compatible with
minority browsers", you would be better off assing the work required
to make the site standards compliant, at which point, it will work
in *all* browsers, so this situation won't arise again in the future.

It may also be worth pointing out that Opera have just struck a deal
to have their browser included on new Symbian based phones, such as
the latest Nokias. There's a high chance that Opera will be a much
more prominent browser in the coming months.
