Ah modems. Not used one of those in a few years :-)

I believe that most PCI modems are in fact Winmodems, which is to say
that they're not really modems at all, just very thin interfaces to
the phone line driven almost entirely by the Windows driver software.
This allows the modems to be manufactured very cheaply (the hardware
represents additional expense for each unit, whereas the software is
developed once and the cost is thus amortized over the entire run).

(The actual database is down right now, but hopefully that's just a
temporary thing).
