The main thing this guy didn't comply with was putting VACANCY:

The policy DOES say that agencies should only make one introductory
posting to the list.
Me, I'm happy that this guy has found out about us and has posted some
vacacnies.
I would be less happy if he breaks the policy and posts every day.
