Have been for over 12 months now, depending on your exchange. Thus and
Bulldog are also doing unbundled local loops, as well as at least one
other ISP, who I can't remember just now. However, there are vastly
fewer exchanges LLU enabled than BT ADSL enabled. I'm on an unbundled
Easynet line, and the reliability definitely improved with the removal
of BT from the equation.
