 Could it be the kernel, or the machine itself being slowing down the
 processor for too long?

 My Thinkpad has a BIOS setting to slow down the processor, and sometimes
 after 20min of heavy compilation it slows to 1/3 of its speed. If I move
 the mouse or press a key, it goes back to full speed.

 Quite a PITA when compiling X, having to keep pressing keys.

 Does ever any goverment holds itself accountable?
