No: famd only notes that fs changes have happened to a given file when
an application requests to be notified of changes to that file through
libfam. If nothing asks, it doesn't do anything --- and, indeed, the
default configuration upon `make install' is to run it from inetd, so
the only extra overhead imposed is a nanoscopic slowdown of inetd.
