Well, he said:

- RPM does not do this
- apt is superior

which seems to me like a comparison, but maybe the wording was ambiguous.

Yes, he was correct, RPM does not resolve dependencies.  Possibly a 
better way of trying to say what he said would be:

'RPM does not solve dependencies, you need to use apt or yum to do this.'
