TFTs have response times for pixels and the refresh rate can be 
analogued by working out the most times a second every pixel could be 
updated.  The refresh rate set by Windows, for example, bears no 
resemblence to that which the OSD reports.  In the graphics card control 
panel, I can set the monitor refresh rate to be 60, 75, 85, 100 or 
120hz.  In each of the modes the OSD reports the screen as running at 
"1600x1200 / 60hz".
