Don't bother, it is outside the ICSTIS remit. Complain to Ofcom who are
continuously investigating misuse of PNS (070) numers.

As for 070902, looks to me like the number range is allocated to
Redstone - only they'd be able to tell you who they've allocated the
specific number to (and they won't tell you becuase of DPA - they will
tell Ofcom or another authority if asked appropriately).
