The examples of posting anthrax to the usa and logging in to a nuclear
power station are not examples of acts illegal under US law committed
here, since the acts would effectively have been committed IN the USA.

However, I personally feel that such crimes should still be proscuted
in the country of the perpetrators domicile wherever practical  (ie
laws making those acts illegal in that country exist),   since mounting
an effective defence is a strange country is extremely difficult and
costly (particularly since legal aid may not be available there).

Also,  xenophobes on Juries may well  believe all foreigners are guilty
just be be foreign  !!
