Under section 7 of the GNU GPL v2, if the code may not be distributed
to another user along with all the rights that came with it, then it
may not be distributed at all. However, that doesn't seem to be the
case here. It looks more like a misguided reading of the GPL (since
nothing there should prevent downloads), and fears about being sued
by end users (possibly justified, but IANAL).
