In the end, I had to risk a reboot, since I discovered that I couldn't
start any program that wasn't already running. My working hypothesis
then became that something in KDE had crashed and that, therefore, a
reboot would restart it.

Whatever the reason, a reboot has cured the problem. Sorry for taking
up your time, but I thought it was worth asking in case someone did have
an immediate suggestion,
