That's a bit rough on the workers ... in some areas there isn't much in
the way of choice of occupation and its too much of (a) a wrench to
leave friends and family behind to migrate and (b) the crazy housing
economics of price and lack of a decent rental sector like other
countries makes labour mobility nigh on impossible for people to get out
of depressed areas.

It's hard to see how to hit the exploitative scum of businessmen who
target "work" into these areas for good reasin (like milking us taxpaers
for tax breaks and subsidies) without hurting the poor sods whose only
other choice is sub poverty line state "benefits"...
