You are working with the wrong file in the wrong way.  /etc/modules is a
Debianism and should only consist of a list of modules, one per line,
that you want to ensure are loaded at start-up.  It doesn't support the
modules.conf-style syntax at all and any of that stuff you should be
doing (on recent kernels) in /etc/modprobe.d/
