If she can document this, she should seriously consider making a
formal complaint, and be prepared to take them to a tribunal if they
don't fix it. It's not only outrageous as you said, it's illegal.
The company would need to show very good justifications for why they
think she's not providing the same quality work as her counterparts to
stand a chance in defending themselves in an employment tribunal. Key
here is to get as much documentation in place as possible, such as
signed performance review documents, any kind of measures used
internally for productivity, feedback from managers and coworkers on
her work etc _before_ she makes the complaint.
I'm not a lawyer, so she should consult one before doing anything, but
there's no reason to put up with something like that.
