You need to be registered partner and convince them that you do 
development or resell their products.

You also need access to Internet Explorer since they don't go out of 
their way to make the website cross-browser compatible :-)

I think they're introducing some further qualification requirements for 
partners this year so you'll have to put someone through an exam but 
they're not very hard.
