To resolve the power-down problem I grabbed a copy of 'sdparm' from RPMForge, as advised in one of the articles. The output was as follows:
[root at server tmp]# sdparm -a /dev/sdb

Any idea what to change? The examples in the article were for an earlier model as there were less states listed. My assumption is that anything set as 'sav: 0' is 'off'. Don't know what SCT refers to.
