You're exactly right.  I designed a couple of USB and standalone modems
for GSM use a while ago, and used flash to hold the configuration.  This
was loaded by a simple bootloader-type programme (written three times -
for DOS / Windoze, for Linux and for Mac).  This had the advantage of
making the thing entirely hackable!  Unfortunately, the manufacturer (an
LG subsidiary) dropped the project when much cheaper products became
available from mainland China...
