If you are expecting the person to actually stay with you long enough to
become a real member of the team doing the job properly then pay them
properly from the outset.
Don't assume that because it's their first job you can get away with
paying significantly less than you would someone with some job
experience as reality is if you do so they will stay with you long
enough to get some job experience on their CV and then jump as soon as
someone else offers them a job (and they will continue to look while
working for you!).
In the first year of employment in a junior position an employee
effectively has no employment rights - the employers position in reality
is much the same.
If you want them to stay treat them like it and that means paying them
properly and providing the training necessary to fulfil the role.
