Be do not offer FTTC at all.

FTTC is currently available only through BT based services and, to my
knowledge, no ISP is offering uncapped, unrestricted service on FTTC.

Those who claim to offer unlimited FTTC are lying. If you look you will
see they have a FUP limiting how much you can use.
