There is one external repo (rpmfusion), and it's kept synchronized
with the main Fedora repo.  This situation is effectively no different
from how Debian packages patented and non-free things.

In any case it is done for legal, not technical reasons.  A billion
dollar company with a head office in the US cannot and does not
sponsor a project that includes patented codecs and suchlike, given
the madness of the US patent system.
